A Review of The Highway Development and Managerial Initiative (HDMI) Policy

Abstract


The Highway Development and Managerial Initiative (HDMI) represents a major shift in Nigeria’s approach to road infrastructure development by integrating Public-Private Partnerships (PPPs) to enhance highway construction, management, and maintenance. This policy review critically evaluates the HDMI’s objectives, implementation strategies, stakeholder involvement, and challenges within the Nigerian transport sector. Findings reveal that while the HDMI policy provides a viable mechanism for bridging the nation’s road infrastructure deficit, issues such as inadequate regulatory frameworks, funding constraints, and poor stakeholder coordination hinder its effectiveness. The study recommends the strengthening of PPP legislation, improved stakeholder engagement, and institutional capacity building to ensure sustainable infrastructure management and long-term policy success. Overall, the HDMI holds significant promise for transforming Nigeria’s highway system, provided its operational frameworks are robustly implemented and monitored.
