Designing Executive-Level Federal Funds Impact Dashboards: Architecture, Data Governance, and Policy Decision Support for Governor-Level Fiscal Oversight

Abstract


Executive fiscal oversight at the state level increasingly depends on the ability to trace federal funds from allocation to measurable outcome. Governors and their budget offices require dashboards that condense billions of dollars of program spending into decision-ready indicators without sacrificing traceability or governance. This paper presents an architecture for executive-level federal funds impact dashboards, integrating a governed data model, an impact-scoring layer, and a decision-support presentation tier tailored to governor-level oversight. We describe the data-governance controls that ensure lineage, authorization, and auditability, and we formalize the impact and utilization metrics that drive the dashboards. Illustrative analyses demonstrate allocation trends by program area, utilization rates by department, and the relationship between program spend and outcome impact. The architecture enables executives to identify under-utilized funds, compare program effectiveness, and prioritize interventions, thereby strengthening the fiscal decision loop that connects federal resources to public outcomes.
